Like a few before me have already mentioned here, this phenomenon is called déjà vu and we all have experienced it at one time or another. Déjà vu is particularly hard to study because unlike sleep it's not something you can voluntarily induce(at least easily), and the odds of the person experiencing a déjà vu feeling being monitored for brain patterns at that very moment is highly unlikely.

One of the more famous studies on this subject by Prof Anne Cleary, found déjà vu most often occurred when new scenes were very similar to previously experienced scenes in terms of their spatial layout but not similar enough that people consciously recognized the resemblance. So, basically she puts it down to be a memory phenomenon.

This phenomenon is known as Deja Vu, scientists have been researching it for many years, and usually agree that having such experience is actually a sign of good memory.

This can be explained generally as a result of facing some external stimuli which triggers a reaction in your body, which it has already encountered, but cannot remember the memory associated with it. It seems like you have already been in the same circumstances but cannot remember when. We are quite certain that what we are seeing has already happened before, but the "when, where and why" are almost never present.

Interesting fact is, there is a opposite effect to this too, which is called Jamais vu, which is the state in which, a situation, quite known and well experienced by a person might seem completely new to him. There is a short experiment for experimenting this. Take a small word, such as brush, or net or door and write it around 30 times within a minute. Your mind becomes so accustomed to the sound and formation of the word that it actually skips the relation between the word and the object, after that you'll feel doubtful whether the word is an actual word related to and object or just something you wrote haphazardly. Its really interesting, and shows how our mind relates everything together.
